The name HPL (High Pressure Laminate) says it all: a hard pressed layer. With today's techniques, it can be finished with many colours and textures. HPL is very popular for table tops, kitchen cabinets or other interior applications where the surface is used intensively. Compared to melamine, an HPL layer is thicker and more durable. There is often a colour link between HPL and melamine. This is why these panels are often used together in (large) projects. If it is a utility surface, HPL is chosen; if the panel has a decorative application, melamine is chosen. So you do the job wisely and economically!
